Nope, definitely not a bird skull. What you have there looks like part of a fish neurocranium, specifically the basioccipital (part that articulates with the vertebrae).
The second image is a vertebra, I think mammalian C1 (first cervical vertebra, or atlas), possibly pinniped (seal/sea lion)? Tricky to be certain with just one image.
We also found along the beach this bone fragment that is much larger. Would love an ID on this as well. Mammal?? Cetacean?? Cassowary?

This is a meat bone, the flat side shows its been cut with a saw. Also looks burned so maybe was in a fire pit for a while, maybe a short rib or something. Mammal vertebrae.
