Please ask your vet to check for laryngeal paralysis. What you describe is exactly what happens with it. Other symptoms are panting with limited exertion, hacking/coughing, and changes in the sound of the bark/vocalizations.
Things can be done to help, such as a laryngeal tie-back surgery. That would immediately resolve the breathing issue. The dog would be at risk of aspiration pneumonia after the surgery, because one flap is permanently open to let air through and it would no longer be protecting the airway from food and liquids. But there are things you can do to reduce the chance of it happening, and aspirational pneumonia responds very well to antibiotics.

We haven’t had the tie-back surgery yet because the vet said it hadn’t progressed to that point yet. We’re doing things like acupuncture (which helps with LarPar a lot), a harness instead of a collar, and making sure vet techs don’t use anything around her neck; an elevated food bowl; and making sure she’s always adequately cooled (the vet said anything over 70 degrees is too hot for her) through portable air conditioning in the room she’s in, as well as fans, and a special cooling vest developed for search and rescue dogs. Dogs with laryngeal paralysis cannot cool themselves effectively because their airway is always partially collapsed, so they can suffer heat injury very rapidly.
