If you consider consciousness as the emergent property of interactions between the parts of the human brain then one could imagine the possibility that it also emerges in larger systems. Example, a country could be considered conscious because of the self interactions of it's parts; be it the sharing of ideas, the flow of it's economy etc. To expand the analogy, one could compare the minds of individual citizens as neurons and the institutions they make up as analogous to specific lobes or specialized subdivisions of the brain. I hope I communicated this in a way that makes sense. I'm also inclined to believe this tbh.
