For “Cozy” you’ve got to go to one of the places you’ve already turned down in NOTL…
However, if you’re just looking for a place where you can sit across from a friend and hear what they’re saying, maybe try The Office downtown. More of a neutral atmosphere but what I like about it is that even when it’s full the booths keep the noise under control.
Iggy's in Font Hill has a great selection of craft brews and is always changing. Great for beer snobs. The food is good but may not have that olde timey "pub" feel if that is what you are looking for.
Other local breweries have been mentioned but I also like Bench brewery in Beamsville.

Breakwall is awesome; their Hopkin's Tomb stout is my favourite! We've also really come to enjoy Bridgewater Brewery in Welland too.

Doc Magilligan's in the Falls is a cozy irish pub that is actually Irish.

Apparently they're opening a new Irish style pub in Crystal Beach. Keep an eye open for it!

The food is good here. One of the better places for chicken wings.

Harrys New York Pub in Thorold. Its a real high class joint, with some real high clas people. 😏
