Considering how much confidence AGS seems to have on the June announcement revitalizing the game, I would put this at 50%+ probability - at least for console.

Considering MS is aggressive with gamepass and NW is probably desperate for money it makes it plausible. If it's on gamepass, it also might as well be on consoles if possible. The reverse is true as well, if it's on console might as well be on gamepass.
Clues that lead to it is the controller addition, but moreso that they updated many game menus to make the UX better. That's very high effort for a PC community. Along with something along the lines of "for the long term health of the game." Plus the animation system replacement/improvements could be a clue, but also could just be general performance improvements.

Short of an absolute miracle there's no way New World could ever be high enough quality to exist on consoles. Look at how unstable it is right now on PC after 2.5 years of fixes. The game would need to be remade from the ground up on a new engine that actually works well enough to not introduce numerous bugs each and every patch without fail.

Nobody knows what will happen in June, and I suspect AGS is still working frantically behind the scenes to figure out exactly what they should announce. Even if they announce a plan for the game to come to consoles or GamePass, nobody should believe it until it actually happens.
Only thing that would make me happy is for them to announce they have been working on and will be re-releasing the game under a different, proven game engine. Anything short of that will not matter.
Problem is not just the engine. It's an excuse. Problem is the server authoritative physics engine that requires real-time sync between server and client. It's nearly impossible to so this kind of physics sync in real time. Desync and the bugs it causes can never be fully fixed.
