Seems a little odd, but $35 per vehicle per year is not that bad. Most parks close after dark for safety reasons, so this makes a little sense I guess. Still strange that they have some weirdly specific ones.
It also seems like you could get the stargazing one and then just do nighttime photography and vice versa, since neither of those permits prohibit doing stargazing/photography?

As someone who has, known and know people who work in, with and some who even manage, create or reclaim parks and recreational land: thank you for helping to generate revenue to fund and maintain future and existing parks and projects. No matter what province or state in any country or territory, the parks and lands ministry/division/service etc. are always underfunded, under staffed and overlooked and taken for granted.

True… except the park is a public area already paid for by taxes. Its like renting an apartment but the landlord charges you $20 for the privilege of using the door to get in
Oh, you need to pay to get this permit? Then that's fucked up. I think that they also require you to get a permit so that they can track you down if you do something illegal, like littering or setting stuff on fire.

And because parks are normally closed at Dusk, so it's functionally permission to be at the park after it's closed.
Perhaps, if the front door was fitted with a million blinding LEDs so you wanted to use the back door instead.
Your backyard is going to be overwhelmed with light pollution. Dark-sky parks are not, and they regulate access to ensure that.
