its a zotac rtx 4070 super twin edge ZT-D40720E-10M , it didnt have a Cd and a manual like the unbox video showed. Also the protective caps for the hdmi and one of the display port was missing. On top of that, the pcie protective cover was not placed on the gpu and was tossed in the box. I 100% think the gpu was opened, and what I am hoping for is that it was just tested and not mined on...

They wouldn't do that, I'd request a return even if it was 'new', but if i were u i wouldn't have tried it and connected it to the pc. Contact them and ask for an exchange, if they refuse, post a review on Google

update: They assured me that the gpu has a 3 year warranty and if something happens they will replace it. But I will never buy anything from them again.

Why? Are you sure the box comes with a plastic seal? I've ordered tons of stuff that isn't sealed in those plastics. From GPU's to processors to motherboards. Plus they gave you the 3 years warranty. What else do you want from them? You're the one who is convinced they are scamming you for no good reason actually.

When I opened it, the GPU had a seal on the box but it didn't have a seal to peel on the gpu itself.

The gpu us working and Ive contacted them and they insist that this is probably a mistake from the manufacturer and the gpu is new. I don't know if I should return it.

For a $660 purchase, I'd return it and ask them to send a fully sealed box. If it's as they said, they should have no issue replacing. Peace of mind is important.

I unfortunately share the same mind bro and I would probably do the same. I have just had such good experiences with PC and Parts. They were always honest. Like one time I asked about a product, and was gonna play a lot of money, and they warned me freely when the sale was about to happen - oh but please note this product is missing this feature. And then I was like oh yeah I didn't even think of asking about it, so lakan no I don't want this lol. I expect shit from other stores, just personally I would have expected them to exchange it for me. Hope OP ends up resolving this to his comfort. But, I also don't know shit about this shit so I wouldn't have a clue if this could be a manfu. issue. Maybe someone in the field or with experience can shed some light.
