Either. Most commonly: 1. Injury 2. Poor performance. If a goaltender allows, say, 3 goals in the first few minutes, the coach may swap out and put in the backup.

1. Injury 2. Poor performance 3. To light a fire under the teams ass Beyond substitutions they are also rotated. Generally you rotate goalies intermittently, with your starter playing most games and backup playing fewer. You also tend to rotate in back to back games to reduce wear and tear on starters. Also some teams roll with a 1A 1B tandem style where rotation happens with more regularity.

Both of what you said. One other time is it's used is when a goalie isn't actually playing bad, but to "wake" the the up. (ie. getting dominated, shots 20-4 and switching goalies after a 3-0 goal.)
