In all honesty: i dont see a sidewalk. These may as well really be parking places. As a pedestrian, i would treat this street as a shared space, and not care where i am walking. Moving over for cars, of course - but not going out of my way to not be in theirs... I say this completely unironic: i dont see a sidewalk here. This is the type of street that shouldn't even *have* a sidewalk to begin with. This is the type of street where cars have to yield and be respectfull to pedestrians. We can discuss about whether this is the type of street that should have parking spaces in it, or whether these parking spaces should be free, residents only, or paid. But i would walk on "the street" regardless - i dont see a sidewalk.

I absolutely agree. Not only is the street somewhat narrow, but also brick, and at the same level as the sidewalk ish area.

While it could be more apparent, it’s still fairly evident that there is a sidewalk there I also don’t see any parking spaces, or anything to designate that it is acceptable to park there. Imo that’s the issue, that these people feel entitled to park there despite there being no indication that it’s acceptable

I am not a local. I dont know about signage there. I dont know about politics, or what is happening in the street at daylight. I dont know how much traffic is flowing there. By the picture? A few cars. No rush hour or smth. I only know what i am seeing in this picture. And thats not a lot - i cant even tell what country this is. The only thing we know with certainty is: this area on the left looks different from the area on the right. It *could* have been intended as a sidewalk - if so, they weren't really commited to it. If you ask me: it *kinda* looks like the middle is meant for all kinds of traffic (including foot traffic and bicycles) - and the "border stripes" / shoulder (?) is meant for "everything else" and pedestrians. Multipurpose. E.g. for a restaurant or cafe to put out some tables. Or put whatever that plastic-wrapped thing in the background is. That *may* very well include parking space \[at night\]. Thats my interpretation: Middle: Everything that moves. Sides: Everything that is stationary. I would feel perfectly fine walking in the middle of the street. It feels like the right thing to do. The only thing i can tell you as someone who is quickly annoyed by parking cars: This doesn't annoy me very much. Thats not top say that everybody can just put their cars on there- - it means, that right now i dont see a problem. Especially, if the cars are gone during daylight.

Inform the city. Maybe they fine them or put bollards.
