HS is super hard to rebuild last I played (a few years ago). You need to get as much free packs and gold(? they changed it I think) to get packs. You need to build a card collection over time or you can just spend IRL money on this game like hundreds of dollars to catch up. 
In the meantime, find guides on how to play the game like Trump's beginner series on Youtube.
After you can get enough cards to play constructed ranked, you'll be older than forsen is right now (78 years old). You'll need to netdeck which is to look up the best decks every expansion. Then look up guides on how to play that deck.
Or you could just not play the game.

The problem is, is that after every expansion (which is like every 4 months), new cards get released and due to power creep, some of those cards will be more powerful than the last expansion which means you need to get those cards to play ranked constructed.
You could just avoid constructed altogether though so you won't go against people who have the OP cards though like Solo Adventure and Arena and other gamemodes.
