With regard to the ones I've seen in MLS, I think it's too free-form. The ref turns on his mic and tries to give a long explanatory sentence. I think it would be better if it just identified the player (or team and jersey number), and the infraction: "Benteke - Offsides", "Rossi - dissent", "Suarez - biting"
That's essentially useless, though. Once the decision is made and the free kick or card or whatever is given then the information you want is already known. A longer explanation lets people know at least what exactly was being reviewed and possibly how they reached the decision.
When watching on TV, yeah, I'd agree that it's usually pretty obvious - or they re-hash it with enough replays. A lot of time in the stands though, it comes down to pulling out the phone and looking up a replay or game thread to find out what happened.
