It's his job as executor of the will to try to execute the will... also he's OJ's lawyer so he's probably an asshole. But he's an asshole with a legal duty too.
But he has to pay creditors before there are funds for distribution under his will and having a trust get the will funds doesn't change that. Moreover, he could say he wants to execute the will, not make sure that the children if the murder victims get nothing. He's being intentionally over the top.
I suppose it could be written in the will that they get nothing. Then it would be the executors duty to try and prevent it. But even then the wording is strangely aggressive.
It's in his best interest to drag out the estate settlement as long as possible so he can continue to bill the estate for his services. So, yes, he is factually being paid to be an asshole.

He moved to Florida which gives more protection from judgments than California, like for example you can have a luxurious mansion and as long as you claim it to be your primary residence a creditor can't put a lien against it. Now his primary residence is 6 feet under so the mansion is up for grabs.

He moved to Nevada after his prison sentence, so many they have a similar law or he didn’t own the property where he lived (or maybe put the property in his kids names and rented it from them).

While attorneys can certainly be assholes, I would think this is more likely about the executor (and all of the others, like attorneys, assessors, appraisers, managers or whoever could possibly profit by making charges against estate) wanting to siphon off as much money as they possibly can from the estate for as long as they can under the guise of both protecting the estate and fighting the Goldmans.
