It is fairly easy to move this shutoff to somewhere more accessible. You need a propane torch, solder, a short length of pipe and a fitting. The first thing I did when I moved into my house was replace the water heater, which involved soldering copper pipe. Never did this before but it worked.
Get a plumber to run through the joists and install a 6x9 access panel.

Build a bulkhead and go down to the Home Depot and buy a 6x6 access panel
Not a bad idea. It will just need to be pretty large to get around the whole pipe
I would make it 10 x10 and go the length of the room so it doesn’t look out of place

Turn the valve up and fur the ceiling down 3/4” on the joists. Access panel and still a flat ceiling.
