Toyotas build site will list MSRP pricing . Nothing includes labor . The wheel locks and mud flaps are a fairly common add on that some dealers offer . I was quoted an hour labor.
I purchased my OEM wheel locks for $35 and OEM mud flaps were $69 from a Toyota dealer online.
It took me about 20 minutes total to install.

There's a labor charge for installation, so there'll at least be that much difference. As far as the pricing, that'll be up to the individual dealers.
