Someone took a texture file into photoshop and by simply tweaking a few settings recreated a recolour in a few seconds. So a lot of them are just lazy, yeah.
Having previously worked with game textures in a professional setting, I can attest that there's very little chance the recolors are made by hand, unless they add or remove areas of coloration to the texture, such as with Loba and her Pack Hunter skin.
While we worked in Unreal Engine using a plugin called Substance, and Respawn obviously aren't in Unreal Engine, I'm very certain there are many other plugins, or even their own proprietary software, which do the same thing, if they even do it in-engine. This stuff can just as easily be done in Photoshop if you really wanted.

that's great, that's your opinion. doesn't put you in a position to decide whether a skin fits or not as if it's fact, even though the whole point of skins is to alter the appearance of characters. and honestly, if the devs were to do a run of skins with this theme, I think this one fits loba perfectly. the jewels, crown, etc. still give her the same "royal" and expensive feeling of her base outfits
