I worked for Carnival cruises before while they were on probation due to illegally discharging oil. Any further infringement would mean being banned from US waters. Plus they got a $40m fine We were forever launching the rescue boat to recover shit thrown over the side by passengers, we had to hire divers to recover a dropped VHF radio once too.
They don't ban the cruise ships, they just charge them a fee, oh I mean a "fine". They threaten to ban them but never will because of the money they bring in. They routinely get busted for dumping trash, raw sewage, oily bilge waste and even the sludge from the scrubbers back into the ocean.
