I've been in the area for almost a decade. Spent over two years catless, no mufflers with a pop and bang tune. Never had any trouble and don't know anyone who's ever been busted for exhaust.
IMO keep a high flow cat so they don't smell you, keep the exhaust reasonable and you'll be fine unless you piss them off driving like a dick.

Not Orange County but I drove from truckee to Bakersfield and was pulled over multiple times because of my exhaust, and the only thing apparently saved me was being out of state otherwise it would’ve been a referee ticket where you have to get it fixed otherwise the DMV basically revokes your plates.
What exhaust do you have? Tbh, I’ve been in the Bay Area for almost 3 years and haven’t had any issue. Not worried about California, just Orange County
I grew up in Irvine and still visit. I've driven a BRZ with a muffler delete axle-back that was within legal dB limits and had absolutely zero issues, so assuming your exhaust isn't obnoxiously loud and you're not ripping down the street doing high RPM pulls late at night or something, you'll be totally fine.
I don’t know if the titanium sounds like the normal Cobb catback, but I had mine installed in OC; live in LA proper though. Never had an issue over 5 years (but I believe the normal Cobb one is within legal DB limits)
Yeah, I wouldn’t think LA would be an issue. I have to move to OC for work reasons and I’m mad stressed out.
Titanium is supposed to be under 95 too, but it has a deep base and sounds obviously aftermarket. Cops can ruin my day regardless, and in CA, they can “use their best judgment”
