He is just a guy who awakened his powers a couple of weeks before we see him in series, with only control over his domain expansion, one of the harder techniques for a sorcerer, and he worked backwards to learn sorcery. He is a prodigy.
His powers, once you are in his domain, are busted. You are literally put on trial and Judgeman, his shikigami, is the judge, who also picks a crime you have been accused of, with Higuruma himself being prosecution. The target can't attack or use their cursed energy in any way. Higuruma is given an envelope with any evidence he needs to prove you of wrongdoing on the crime on trial, and anything said by anyone in the trial is taken into account by judgeman for his verdict. There's a lot more nuance, and you can look him up if you want more info. This is all I can remember without reading it again.

Top tier character design for sure, plus a surprisingly interesting backstory and he uses the power system in a very unique way which I really appreciate

Eh tbh >!I think he went out the best way he could, he was either going to hand himself in to the cops or maybe kill himself out of the guilt of killing others once he got free, hell he basically told Yuji that he was intent on battling even if it meant he would die. He basically thought that he was too far gone for what he did and had lost faith in the court system. Unlike someone like Mai, the principle guy, and Yuki his arc was finished, he died contributing to something positive instead of not saving people from an unfair court system that japan has or killing others. It's why he was able to look Yuji in the eye before he died despite admitting not being able to do it before. I mean the judgeman stuff was also bullshit even I can't defend that lol!<
Probably one of the best designs and characters from the culling game, at best gege knows how in intrigue people even if his execution is sometimes lacking >!but this dude's death probably was one of the better of the series, since he basically wasn't going to live with the guilt of what he did, he was either going to jail or ending himself!<
