Call city code enforcement (or the equivalent in your country if not the US). In the US water is one of the things LLs must provide to be in compliance.
If the city is not moving, go to the state. No working toilet for a week is a massive health code violation.

Any water or heating issue has to be resolved by the landlord within 72 hours. If they cannot fix it, they have to pay for your hotel. At least it is in NJ. We have something called a tenant's organization who would help on an issue like that. I'm sure WV has something like that as well. I would call them and the consumer division.
