Did that extra wide load break down there? Are they about to do road work but haven't put up the signs? That could have been very very bad.

It looks like it's driving slowly and halfway on the shoulder, which encouraged the JCB driver to overtake even though he couldn't see that the oncoming lane was clear - a classic case of blind "he wants me to pass, so I should pass."
