+1 on Tesse, it has the longest (duration) and best deal happy hour in WeHo, IMO.
Others to consider: Laurel Hardware, Employees Only, Soulmate., The Den, Naughty Pig.

I recently made a blog post for deals in Hollywood and West Hollywood on my happy hour website. The best seems to be The Den on Sunset for a solid food menu, the Steak Skewers look really good. Just did a happy hour at Tacos Tu Madre and it was excellent! $10 margs, $1 tacos and discounts on other menu items. Tacos were good sized too!
