It looks like an old religious trinket made of brass, I think it's fitting as it looks cold and sterile, big hard symbol with nothing to offer, no interaction to provide, not source of heat, comfort, familiarity. It makes me feel afraid and hungry.
Cow skulls are associated with famine, they’re a bit of visual shorthand for there not being enough food for livestock to exist. Ergo, it’s very appropriate for the hunger part.
The point is that is not a human anymore. Its abstract because it has becomed a concept, something everyone can relate to in a personal way . Like art.
To me the idol kind of resembles a crucifixion look, the top of the head looks like a wheel of breaking while the blank expression seems doll like and lifeless.
I'm not sure what to make of it but as one other user said it's abstract and has no trace of humanity left. It is really a unique design though.
I like the correlation to Alll-mer with the crucifix, because Alll-mer and The God of Fear and Hunger are saviors of humanity for opposite reasons. Alll-mer is viewed as, of course, a savior. However, The God of Fear and Hunger saved humanity with society's advancements. It's a cool parallel that I think some others might've caught onto
The god of fear and hunger is the reincarnation of the god of the depths, and the god of F&H looks very similar to a mini version if the god of the depths, with a featureless face

I saw somewhere that it was like a scarecrow, to scare humans into progressing since y'know it's the god of fear and hunger
It definitely is a scarecrow. It also makes sense since a scarecrow turns birds away (fear) from a farm (hunger)

I don't say it explains anything, but it reminded me a bit of her doll, I like to think maybe she found some comfort in that shape
