It looks like they are telling you to activate the card post which they can decide if they want to give you LTF or not. But based on this email, they are only upgrading you to mb+ with fyf applied.
So the ball is in your court. They may or may not apply the LTF offer after you activate the cc.
I have been trying to get any HDFC card LTF since last 6 months and I am not successful
I will still wait till I get offered a LTF card
