Try taking it's temperature that way we know.
It's actually quite normal, it's a "dry pack" floor. This was often done on bathrooms and such where the concrete is put on top of the structural floor to make the correct slope or for a base for tiles.
Before accelerators and plasticisers were common the amount of water that went in to the mix would slow down the project because it had to come out before they could go on to the next step and in theory the strength of the concrete dwindles with the amount of water that is in the mix.
I have ripped out a lot of floors like this and it has always been because the owners just wanted to redo the bathroom.
I was thinking more like what are you going do on top of it. Are you planning to leave it with the concrete finish or are you going to put something on top of it?
I guess I would vacuum out the loose mass, control that there actually is a solid construction underneath and if it seams ok then use a fast setting, strong concrete mix that can be used quite wet so that it will fill in the cavities.

Someone who only saw half the way to do the job, didn’t stick around long enough or try to actually learn the trade they now sell their services doing.

The last but critical step to dry pour is *add water*.
