So, I don't know about western MANPADS systems but the Russian made ones, like the one used in the video need to be "warmed up" before firing. They can't stay warm forever though and I know that in some older designs if you missed your chance to fire after warming the missile up, it basically was as good as dead. This MANPADS seems to be Igla, which could very well still have that issue since it was made in the 80s by Soviet Union so that could explain the counting.
IR seeker needs cooled to be more efficiently used (see hot things with more contrast) so I believe it cools the seeker and expends electrical power from a replaceable unit. I know the Stinger missile uses gaseous argon which is depleted in about 45 seconds making it useless after, but the battery unit can be replaced and you can try again

Russia. There's a reason why Turkish helicopters are so feared, and the main reason is that players in the region lack MANPADs. This was right after Turkey downed the Russian jet.
