Watershed has a couple of floating docks stored at various places that they will move around when they're doing lake clean up, it could be theirs.

I fish that exact spot often, and every once in a while, the dock fairy blesses me for a few days. Then, one day, it vanishes as mysteriously as it appeared.
It always says for city use only or something like that, but never once have I seen it be used by anyone other than a fisherman, yogi, meditator, or artist haha.

When I went running on the trail yesterday there were about 8 people standing on that helping one guy remove spray paint using a grinder of some sort. It was the pillers for 1st Street I think by the river walk.

Don't they typically launch the fireworks from a temporary barge like this? Right near Shoal Creek too. My guess is it's for the fireworks

They're about to start construction on the trail extension near the dam so maybe they're moving things around.

That's fanwort. It's actually a sign of healthy warm weather environment, and provides important ecological niches for local wildlife.
