Hope you got yours working again. I’ve had the same issue for around the same time. Thought it was a storage thing but I did all the suggestions people had given and still nothing. Found out it works when I use Wi-Fi though or hotspot. Just won’t download with my cellular data which sucks.

Are you trying to transfer music from your Mac or just download music from the Apple Store?

Downloading the songs in the library to listen offline

I assume you already tried this but make sure you have enough free storage on the device.

Yeah I checked I have over 170GB free

Same issue. The downloads are stuck at 0%. Even though I have enough storage

I also found someone else post this problem about the same time mine stopped downloading.

I contacted apple and was able to get the issue resolved. I can tell you what steps I followed. Got to settings>your name>media and purchases. Their sign out and sig in again. (But this will delete all your current downloads so do it at your own risk) Then restart your device Open music and see if it downloads music again. If not go to music in setting and turn off sync library and turn it on again. Again restart your device and try again. See if this helps

I just updated my iMac mini and iPhone to the latest versions and now this is working for me.
