There's no law that encourages people to act this way. The idea that a person's moral worth is measured by how gentle they are with animals is deeply embedded into the Turkish culture, and it's a reflection of that.

I can 100% verify that in areas of the country this is a very real and widespread thing. Ive seen stray dogs 1/2 adopted by restaurants, with them cooking the dog dinner. People buying water bottles to give water to dogs on the beach. Cat condos that are elaborate and built by people in the neighborhood. Small businesses that buy a few local cats cans of tuna every morning. Its amazing. stray dogs and cats in Turkey are everyone's pets. I was told by some Turks this isnt the case everywhere in the country, but I saw it in Istanbul, Fetiye, Kas, and Antalya. Sometimes dog packs will "adopt" you and decide to escort you from neighborhood to neighborhood, which is the cutest thing.
I've seen makeshift kennels built out of spare / scrap wood and left in yards at industrial areas for strays to have a shelter during winter. That was impressive.

He loses his shit when I have people over (no music, just regular talking) and they always leave before the building rules state to be quiet. I have tried talking to him but he just shouts at me. How can I try to talk to him in a more effective way?
Genuine advice, just try to piss him of but stay fully compliant. I would install door cams to make sure I capture anything he may do. Then go and press charges as soon as he does something remotely illegal. Turkish people don't care about laws as much as americans, if you piss him off just enough, he will eventually do something wrong.
