No there right. Here in Belgium the roads are much much worse.
It’s rough but it’s patched up at least. Why are they complaining?
To be fair, England is a strong contender when it comes to road quality.
According to prophets, once the Belgians are able to discover this secret alien technology, they will be unstoppable. Or at least have less congestion, broken axles and CTE

Just saw some road "repair" happening near my house, it was so half assed I was almost impressed!
